Candidate Questions: Nancy Nickerson

First-district Republican Town Council candidates talk about budget, issues facing the town.

Three First District Town Council Republican candidates, Jon Landry, Nancy Nickerson and CJ Thomas, are vying for two spots representing their party on the ballot this November during a primary to be held Tuesday, Sept. 13, 2011. Patch asked them all to answer a series of questions about the town, their experiences and qualifications. Here are Nancy Nickerson's responses:

The Town Council budget is the most important work we do as a council. The spending that the council authorizes directly affects the quality of life we enjoy in Farmington.  As a Town Council member, I am committed to maintaining our exceptional quality of life.  To do this, we must provide quality town services, excellent schools and keep the taxes low.  One of the most important issues in these tough economic times is striking a balance between providing services and the resident’s ability to pay.

During the budget process, I asked many questions about the effects of cuts and prioritization of expenditures over time.  The deliberations with the Town and the Board of Education are critical in my budget decision-making process.  I believe the outcome was a responsible compromise and balance of spending with my colleagues to maintain our services.  If elected I plan to continue the conversations with my fellow council members to reach the best outcomes for the Town of Farmington.

The Town Council has written policy statements that are guiding principles in the annual budget process.  They include a Reserve Policy and a Debt Management Policy that have been closely adhered to and were key elements in obtaining our AAA credit rating.  In addition, a Capital Improvement Policy is comprised of a five-year plan which the council annually prioritizes.  I think it is very important that the Town Council monitor this plan closely in order to keep up with infrastructure needs – roads, buildings and equipment.

I look forward to continuing the implementation of our Strategic Plan which encompasses important issues such as Economic Development including the expansion of UCONN, Public Safety (fire and police), Traffic, Land Use and Education.

My involvement in town government began on the Board of Education where I served for 16 years - chairman for 10.  I have been on the Town Council for two years including time as the vice-chair.   I am active on a variety of Boards and volunteer organizations in Farmington and have served as an officer in many.  As a Town Council member, I serve on the Land Acquisition, Farm, Self Insurance and UConn committees.  I am the liaison with the Historic District Commission and the Library committee.  I believe with my depth of experience and extensive connections in the community I will continue to reflect constituent concerns and find a balance in spending to move our town into the future.

I am honored to have served the Town of Farmington as an elected official.  I believe in responsive government and encourage the citizens to contact me with their concerns.  I will continue my commitment to fiscal responsibility and sound budgeting, excellence in education and accountability at all levels.  I look forward to facing the challenges together and keeping Farmington a special place to live, work and raise a family.
