Phil Dunn for Town Plan and Zoning Commission

Phil has served on the Farmington Town Planning and Zoning Commission since 2009, and was elected to serve as its Chairman by his fellow Commissioners in 2012.  Phil is particularly proud of the multiple initiatives the TPZ has entertained and passed since he first became a member, such as creating the new Medical Office Complex zone that has brought some of the finest medical practitioners and facilities to town.  He was instrumental in the revisions made to the town’s residential zoning regulations that permit more flexibility for the construction of garages and other outbuildings, while preventing the construction of inappropriate structures in existing neighborhoods. 

As Phil says, “the proof is in the pudding.”   Given the ravages of the recession on property values and municipal finances in the state, Farmington’s situation is exceptional.  With Phil’s membership and under his leadership, the Farmington TPZ carried out its mission with distinction - Farmington’s commercial property values and commercial tax base have grown, and many town residents saw their residential tax bills actually decrease.  This can be attributed to the success of Republication leadership in protecting Farmington businesses and residents from the economic malaise that has gripped neighboring towns.  As a Planning and Zoning Commission member, Phil would continue the careful and thoughtful planning that has contributed to these successes. 

Phil is committed to keeping the Commission a professional organization that puts Farmington first.  Farmington has a Plan of Conservation and Development that Commission members follow to meet the needs of all Farmington residents.  As the Chairman, Phil strives to treat every applicant fairly and insists that members interpret the rules with the concerns of the entire Farmington Community as the guiding principle.

A graduate of Fairfield University with a J.D. from the University of Connecticut, Phil is a litigation attorney who has experience defending municipalities in State and Federal court.  A member of the Knights of Columbus and the Farmington Exchange Club, he lives in the Westwoods section of Farmington with his wife Kimberly and children Brian, Grace and Kerry.
